The Ministry of Commerce and Industry has issued a Quality Control Order (QCO) making BIS certification compulsory for bolts, nuts and fasteners. With Indian Standards: 1363 (Part 1):2019, 1363 (Part 2):2018, 1363 (Part 3):2018, 1364 (Part 1):2018, 1364 (Part 2):2018, 4621:1975, 5187:1972, 10238:2001, 12427:2001, 3757:1985, 204 (Part 2):1992, 204 (Part 1):1991, 2681:1993, 281:2009, 7534:1985, 1284:1975, 15833:2009, and 6623:2004.

These products must carry the Standard Mark under a BIS license as per Scheme-1 of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

The order, titled “The Bolts, Nuts and Fasteners (Quality Control) Order, 2023,” is detailed in a Gazette Notification dated 21st July 2023. It will take effect six months from the date of notification. However, Micro and Small Enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, have extended timelines: nine months for Small Enterprises and twelve months for Micro Enterprises.

Implementation Of QCO For Bolts, Nuts, and Fasteners

As outlined in the Quality Control Order this regulation shall be known as the Bolts, Nuts, and Fasteners (Quality Control) Order, 2023.

It shall come into effect six months from the date of publication of the notification:

  • General Implementation: The order will come into effect six months from the date of publication of the notification.
  • Large-Scale Industries, Foreign Manufacturers, and Importers: The order will be enforced six months from the date of publication.
  • Small Enterprises: The order will take effect nine months from the date of publication.
  • Micro Enterprises: The order will take effect twelve months from the date of publication, providing a 12-month relaxation period for BIS Certification for micro-level industries.
